What is the difference between supplier documentation and independent testing?

Supplier documentation comes from whoever supplied the material; independent testing comes from a laboratory with no ownership stake in the result.

Supplier documentation is paperwork provided by whoever manufactured or supplied a material — useful, but produced by a party with a direct interest in the outcome. Independent testing is testing performed by a laboratory with no ownership stake in NuePharma and no interest in a particular result.

NuePharma’s published lot records identify the testing laboratory as independent of NuePharma. A single certificate is not treated as automatically representing every unit or every lot of a product — documentation is tied to the specific lot it was produced for, which is the entire reason lot-level, rather than product-level, documentation matters.
